How can soldier refuse job given by general: Capt on Sidhu's resignation

Punjab CM Amarinder Singh speaking about Navjot Singh Sidhu's resignation said that Sidhu cannot pick and choose ministries as generals cannot refuse work given to them. The CM added that "there should be some discipline". The CM had changed Sidhu's portfolio from Tourism & Culture to Power, explaining that he needed a hands-on minister to handle state's power crisis.
