In his speech at a business school in Hamburg on Wednesday, Rahul accused the Modi government of excluding "tribals, poor farmers, lower caste people, minorities" from the development narrative. Warning of dangers in pursuing exclusivist policies, Rahul argued that some communities were barred from joining the army after the US invasion of Iraq, which created an insurgency that later led to the formation of Islamic State (IS).
